If it wasn't a requirement, he wouldn't even step foot on the floor that Dr. Samson's office is located on. However, SHIELD understandably wanted to take a few precautions to ensure that Loki wasn't hanging around. Or that Clint wasn't about to be driven postal from guilt about the things he'd done. Which, would be kind of a redundant reaction but whatever. It was clear no one was interested in hearing what he thought he needed.
But considering that a couple of days ago that was a bullet to the brain, maybe that's a good thing.
